How the system works (in brief)

Finland is a parliamentary democracy. Most day-to-day political power comes from the Parliament and the Government. The President has specific duties (especially in foreign policy together with the Government) but does not run domestic policy like in presidential systems.

Parliament (Eduskunta): passes laws, approves the state budget, and oversees the Government.
Government: made up of ministers; prepares legislation and implements policy.
President: represents Finland and has constitution-defined powers; works with the Government in foreign policy.
Municipalities: provide many everyday services (schools, local planning, many social services in practice via the wellbeing services counties).

Elections and participation

Finland has regular elections at different levels. Eligibility depends on citizenship and residence status, and the rules differ by election type. If you are unsure, check the official election information portal.
